About the Role
Under the general supervision of the Managing Director, the incumbent is responsible for providing strategic leadership and executive oversight for JSIF’s Technical Services Division, and is expected to guide the planning, design, implementation, monitoring, and evaluation of socio-economic infrastructure and social development projects across the organisation. The Deputy Managing Director will ensure that JSIF’s project portfolios are delivered efficiently, transparently, and in compliance with national regulations, donor requirements, and international best practices, while strengthening the organisation’s project management systems and technical capacity.
Responsibilities
Provides strategic leadership and direction for JSIF’s Technical Services Division, Oversees the design and implementation of socio-economic infrastructure and development programmes, Leads the development and execution of project management policies, systems, and standards, Drives the integration of social development objectives into infrastructure projects, Oversees project planning, implementation, monitoring, and evaluation processes, Manages relationships with government entities, donors, consultants, and community stakeholders, Leads negotiations with multilateral and development funding partners, Reviews and approves technical reports, project evaluations, and performance reports, Oversees contract management, including contractor and consultant performance, Manages the effective utilisation of technical staff across the project portfolio, Contributes to organisational strategy, budgeting, and annual work planning, Provides executive-level reporting to the Managing Director and Board of Directors
Requirements
Master’s degree in Engineering or related discipline, Minimum of 10 years’ senior executive management experience, At least 8 years’ experience managing complex infrastructure or development projects, Proven experience in project management within public sector or donor-funded environments, Executive leadership or advanced management training, Knowledge of social development policy and programme delivery, Knowledge of infrastructure development and construction regulations, Understanding of government procurement and donor-funded project systems, Strong strategic leadership and decision-making capability, Proven ability to provide strategic leadership and direction to multidisciplinary technical teams, Excellent project management and organisational skills, Strong negotiation and stakeholder engagement skills, Excellent analytical, communication, and problem-solving abilities, High level of integrity, accountability, and professional judgement, Strategic Leadership, Results Orientation, Accountability & Stewardship, Communication & Influence, Problem Solving & Critical Thinking, Team Leadership & Collaboration, Emotional Intelligence, Adaptability & Continuous Improvement, Professional Integrity
